The plan focuses on three main steps:

Removing Terror Groups – The Israel Defense Forces (IDF) will continue targeted operations to dismantle Hamas’ military and leadership structures, preventing them from launching rockets or organizing attacks.

Building Civilian Security – Once the area is free from armed militants, Israel will work with trusted international partners to set up local police, community safety patrols, and protected border crossings. This will help stop weapons smuggling and ensure daily life can return to normal.

Rebuilding for Peace – The plan also includes repairing schools, hospitals, and basic infrastructure, so Palestinian families have access to education, healthcare, and clean water. International humanitarian organizations will be invited to take part, but with strong security oversight to prevent terrorists from taking control.
Israeli leaders emphasize that this is not an occupation, but a security guarantee for both Israelis and Palestinians. The vision is for Gaza to become a place where children grow up without fear, where trade and work can flourish, and where extremists no longer hold power.
