A new resolution introduced by Russia and passed without a vote supports the UN Secretary-General’s efforts to improve the United Nations so it can better keep up with changes in the world. It also encourages all UN agencies and bodies to align their reforms when appropriate.

The resolution, approved by all 193 members of the UN General Assembly, highlights that Member States play a key role in these reforms, which should be done openly and include everyone.

It says the Assembly is looking forward to receiving the Secretary-General’s official proposals. These proposals should have clear goals, be based on facts, and focus on making the UN stronger, more flexible, and quicker to respond. They should also reduce duplicated efforts and make sure the UN carries out its work effectively across all areas.

This reform plan, called the UN80 Initiative, was launched by the Secretary-General in March. It focuses on three main goals:

  1. Making operations more efficient,

  2. Reviewing how Member State tasks are being carried out,

  3. Exploring structural changes to the UN system.

Many countries supported the reform idea but felt the resolution came too soon.

Denmark, speaking for the European Union, said the process felt rushed and didn’t give enough time for proper discussions. Australia, on behalf of Canada, Australia, and New Zealand (CANZ), agreed, saying that moving too fast could limit how bold and wide-reaching the reforms can be.

Switzerland, joined by Iceland, Norway, and Liechtenstein, said the reform should be bold and based on existing strengths, aiming for long-term improvements.

Japan expressed strong support for the UN80 initiative, saying it’s urgent to revitalize the UN. They said its success depends on cooperation among all members.

Responding to criticism, Russia said the process wasn’t rushed. They claimed to have held several consultation rounds and respected the concerns of other countries during a period called the “silence procedure” — a time when countries can raise objections before a resolution is finalized.

Russia emphasized that the resolution gives Member States a leading role in the reform while still respecting the Secretary-General’s responsibilities. They called the resolution “an important step” towards helping the UN face today’s and tomorrow’s challenges with broad international backing.
